Well the cost is kinda irrelevant. Regardless of the cost of making a premium console it literally makes no sense to make one. Very, very few people would buy it, and very very few developers will do more than the bare minimum. The purpose of halo products is to provide concepts and show the world where technology is headed. A premium console would do nothing more than show "this is what Playstation exclusives would look like on a bleeding edge PC".

Mid cycle upgrades with zero or a small handfull of exclusives to utilize the upgraded hardware makes no sense. I agree with you there. Upscaling existing games makes such a small difference most people don't care about it. Again, that is what the gaming PC market is for.
