It seems to be the case based on VGChartz data.

After 1 year and 3 months on the market the PS3 attach rate in "Others" is about 3.28 games.

After 2 years and 8 months (or more) on the market the 360 attach rate in "Others" is about 2.94.

So it seems people on average buy about 4-5 games on average per year for the PS3. New users will of course on average have a smaller games library than those who owned their console for a longer period of time.

What I am saying it's often more interesting to people to have a few games they truly love, than having many titles available that are OK but appeal less to them. If you want Halo 3 the 360 is the console to get, if you want MGS4 the only choice is to get a PS3.
