Saying "Nigger" a lot doesn't make you a racist but it's obvious that this guy believes that white people are somehow superior to black people and calling white people niggers is somehow degrading because they're supposed to be better. Thinking that one skin color is inherently superior to another is pretty much the textbook definition of being racist.

This guy doesn't sound smart enough to actually use satire. In fact, if he was smart he wouldn't have phrased it in that way in the first place. The last sentence is pretty damning as well. But whatever fits your rhetoric I guess.
