He described it as something of a "courtesy", not a requirement, that the character has experience of being on a Nintendo platform.

And Joker is in Persona Q2, so he is already on a Nintendo system.
That said, I think P5 has a good chance of ending up on Switch. If they're already working on the port, it may be revealed when Joker gets a proper reveal trailer, or the day he is released.
If not, then the popularity of the Joker DLC may sway Atlus/Sega to do it.
