Regarding fictional or cartoon sexual content: If it looks like an adult, if it acts like an adult, it might as well be an adult.
It's not like real life where there's a third dimensional depth to the consequences of age and such. There are way too many characters that are technically teenagers in media that act like an adult, dress like an adult, look like an adult. It's basically like the exact opposite of that "I'm a 21 year old loli" meme. If it quakes like a duck ....
