The past expansions WERE the base games, just with the add on content. You HAD to purchase them to get the add on content. If you were in Japan you HAD to pay twice to get all the content. It's no different from a game of the year edition, except whereas you can get all the content from a GOTY edition buy buying DLC, in the past you had to buy the game twice.
To say that they do not "require the base game", when the ultimate edition is literally the base game with more content, is just mindblowing. It doesn't make sense. In the past you were paying the price of a full retail 3DS game twice. So how are you suggesting they make it "standalone", by re-releasing the game as an Ultimate edition for $60 with NO other means of buying the extra content?
