Fallout 4 sold over 20m copies, with the kind of budget that Bethesda gives their games, Fallout 5 could sell half that many and still be a success. Fallout is far from dead. 

Anything over 0 was exceeding expectations after Driv3r the series went from averaging 6m to just scraping passed 1m and this was a franchise once expected to battle GTA.

Because GTA III is basically Driver with a deeper story
