They don't own IP doesn't mean they don't completely own rights to the first game. I really doubt anyone whose game was funded by Nintendo could even think about releasing it on the other platforms in the 90s. And of course they signed some deal which made it impossible for them to do so. It's like for example Sunset Overdrive situation. Insomniac has rights to IP but they can't release the first game on any platform without Microsoft's permission.

JFYI. Turbografx-16 was more popular than MegaDrive in Japan. It outsold Sega console.

Sunset Overdrive is made by a third party developer and it isn't owned by Microsoft. So it's not first party. Also, Microsoft funded many games like Mass effect, ROTR, NInja Gaiden 2, ect that showed up on other platforms. At the end of the day, Nintendo got a game from a third party developer exclusively just like they did with many others. Which is what made snes great and sega genesis just an okay console. Third party has been and always will be king.
