If you finish top in your group in the EL or EL2 you're guaranteed a spot in the final 16, if you finish 2nd you first have to play a #3 from the league above you (so EL #2 vs CL #3 and EL2 #2 vs EL #3) to progress to the final 16.

The CL #3 vs EL #2 before the round of 16 actually sounds like a good idea and potentially keeps some good teams still involved in European competition which they wouldn't if they stopped the CL transfer to EL. Dunno what to think of the EL2 so far though. Sounds like it's going to be a few mediocre teams from the top leagues and then a load of crappy teams.

Also, they totally screwed the 6th ranked nation (currently Russia) over, taking away 2 of their EL places compared to only 1 of the 5 nations above them. Anti-Russian bias!

They took away a bunch of EL spots. 

Currently the #11 has 2 CL spots and 3 EL spots, under the new system they have 2+1+2.
