Correct, and then you also have the playoffs in March 2020 which will determine the final 4 out of 24 countries.
Each Division (A, B, C and D) will get 1 spot, with the 4 best countries which haven't already qualified through the regular qualifiers from each Division playing each other in a knock-out bracket for their Division's spot. This means that from Belarus, Georgia, Kosovo and Macedonia (the 4 countries which won their group in Division D) at least 1 will qualify. If these 4 countries don't qualify through the regular qualifiers they'll play each other for Division D's playoff spot.
