In terms of effect, the opener of Final Fantasy VII was incredible. Too bad that 30 seconds later you saw the Lego people. The Final Fantasy VI opera was very good as well. Resident Evil 4's knife fight looked pretty cool. And the most badass of all, the first cutscene in Devil May Cry 3 makes you feel like a badass. Shooting pool balls ftw!
Though it really is awful, the cutscene in the opening of the PS1 version of Resident Evil is hilarious. The intro to Zero Wing was really funny too. All your base are belong to us.
