VGC figures don't show the PS4's software sales constantly increasing, it has 2016 selling more than 2017 for example. But using official figures we can see software is continually selling more and more each week, as you'd expect as installbase continues to grow and the number of games released continues to increase.

These are all the official software figures Sony has released, throughout it's entire life as of September 30th 2018, it's sold an average of 3.35m software per week, the highest it's ever been. Unfortunately can't get yearly numbers because software hasn't been as consistently reported as hardware.
