Having sex with a pubescent person isn't pedophilia even in the US. It's against the law for some reason but it's certainly not pedophilia. Or else every 14 year old with a sex partner is a pedophile. And if you want to get really technical finding an underage or even a child sexy is not instantly a philia, because philia disctates that it has to be a preference over everything else rather than just mere attraction. So don't worry, that you feel sexually aroused by a 16 year old girl in skimpy clothes does not make you anything out of the ordinary. It's natural and healthy.
But to get back to your initial point, this isn't a recent development. Since manga and anime exploded in Japan it has been catering to every single genre, age group, fantasy, you name it. It's natural that some are of sexual or titillating nature because people enjoy it. it's also extremely popular overseas. I'm pretty sure that more people outside of Japan enjoy anime and Manga than within Japan. Despite all the lewd stuff coming from there and an absolutely booming porn industry, the country is very prude and you will be eyed by a regular citizen if you read your loli porn on the train just as in the west. In some ways they're both more progressive and more prude than the west when it comes to sexual material.
If you demand respect or gratitude for your volunteer work, you're doing volunteering wrong.
