It is up so far this FY, ~4.8m this fiscal year compared to 3.97m for the same period last fiscal year. Still 4.8m in the first 6 months of the fiscal year isn't great when you want to ship 20m. It's not really low at all, the only reason we're talking about the number negatively is the massive expectations thrown on the system by Nintendo and others. 20m Forecast, or the many users on here who tipped the Switch to beat the PS4 this calendar year (it actually might come fairly close still!), or that one guy that thinks Switch is going to outsell the PS2.

For comparison PS4 sold about 5.7m since April and XBO sold about 2.9m. 4.8m is actually quite the achievement especially without releasing any big games, it's just not enough to hit lofty expectations.
