Doesn't mean it's not important to them. You're making it sound like they should completly skip NA just because of not being able to reach a peak they long reached during the X360 era.

I never said they should skip NA. I said the racing genre has declined as a whole, and that's facts. Franchises like Need for Speed, Gran Turismo, and Forza Motorsport don't pull in numbers like they used to. Franchises like Midnight Club and Burnout have dissapeared off the face of this earth. Studios such as Sony Liverpool, Evolution, and Bizarre Creations have shut down. The game was never going to do gangbusters.

Now please stop trying to frame the game as a failure. It comes out every year, does similar numbers every year, so I dont know why a sudden increase is expected all the sudden.
