My guess is that the plan is to offer Free Sync support next gen, but that this hardware based v-sync will be available for those that don't own a free sync capable monitor or tv, so that developers won't need to implement their own software based v-sync solution into their games for lower end gamers. That way developers only need to worry about implementing free sync support into PS5 games, instead of needing to implement both free sync and v-sync. 

Not really. Having one doesn't negate the need for the other. 

 

Freesync will allow the display (TV) if the TV supports it to match whatever framerate the game is outputting. But the likelihood that such a feature gets supported in TVs is extremely low. 

 

Vsync is more like frame interpolation. Frames are injected where they would have otherwise been missing to prevent screen tearing an/or judder.

 

Right now Vsync is done in software. Hence we see it in some games and it's non existent in others. If Sony is really planning on native hardware based implementation then it means all games on the PS5 will support it and devs rather than code it in will only need to enable the required API for it.
