If  you own a PS1 or Vita, and the Game Xenogears, then yes its legal, if you make your own copy of your game and use that.

Right.  You're not pirating a game.  And emulation itself is not illegal.  You're perfectly within your rights to dump your game to the PC and emulate it.

That being said, I believe Xenogears still has issues being emulated.  Or it did.  And it also doesn't really scratch that handheld xenogears itch unless you get a handheld gaming PC of some kind.
