The Radeon 290X with it's fanspeed throttle removed is able to be roughly on par with the 390X.
Which in turn isn't that much different from the RX 480. (In-fact the 390X sometimes beats the RX 480.)
Overclock the RX 480 and you have an RX 580...
So without a doubt, if anyone who bought a 290X back in 2013... They would have been extremely happy with that purchase considering how well an unlocked 290X GPU performs against "todays" RX 580.

AMD has just stagnated for way to long.
Where the newer AMD GPU's pull ahead is obviously with power consumption.
