If I recall correctly hasn't this always been a problem with modern Battlefield games? I think I remember when BF4 launched it didn't really have a large amount of fronts ... could be wrong though and if so my bad (I only got it way later on with all the DLC). 

Not sure about BF4, but BF1 had more fronts and more factions at launch.
