Seems to be an old building that was also never designed to be a museum. From what I read here in news in my country they were just moving the most delicate objects to a newer, safer location. Terrible luck.

It was the home of the king of Portugal and 2 emperors. Was made a museum in 1892. So they had all the time to make any and all modifications as needed for museum over more than 100 years.
