Beloved Leader is accountable for the top level of management (he actually appointed FEMA's director), and FEMA was credited as "efficient" and "effective" under the Obama Administration.  It did not take ol' 44 long to turn the Agency around, and it did not take Beloved Leader long to let it fall from grace.

2. But he IS responsible for overseeing FEMA in particular, including the appointment of senior positions (trickle-down incompetence is entirely on him), funding (deciding their basic ability to respond),  helping co-ordinate large-scale disaster response, etc.

Besides...Beloved Leader saw fit to personally claim responsibility for FEMA's performance with respect to Hurricane Maria, giving himself a "10 out of 10".  Whoopsie.

I would appreciate that when you quote from me, you leave my original quote intact, otherwise I simply cannot take you seriously.

As for the rest of your post, I have already put my rebuttal up prior and it seems you are just rehashing your prior position...
Remember, I work in multiple Emergency Services Organizations, so I am speaking from experience on how little influence the leader-of-a-country has on Emergency Services outside of funding impacts.
And it seems you disagree with that, so what is your credentials?
