I'm going to go ahead and start buying parts for this periodically as deals show up. This build will be complete by early November at the latest.
I've decided to just build a new PC come December. Here's my parts list so far. Will probably wind up going with the Ryzen 2700X for a CPU because I want the fastest turn times in Civ 6 I can get regardless of cost. Going for 3200 speed RAM, which will work well with my AMD CPU. RX 580 is cheaper than the 1060, and about the same according to logicalincrements.com. 1TB SSD for storing the games and operating system. Plenty of space left over, and will add regular HDD storage later on. Gold rated fully modular power supply for good power efficiency, and the ability to organize things better.
