Is Sony missing great potential without a gaming phone.

SCIE doesn’t need to fully support it. Sony already has Forwardwork that is dedicated for mobile.

It’s their phone division that needs to do it. Build up a studio for it. Like Sony Music they are the ones handling Fate on mobile. 

Or outsourcing from 3rd party devs.

Maybe you are right , they just need to lend the PS brand to the Phones division . And let the games studio make the games. But they need to make some exclusive games as well that is not available for other android phones, or perhaps they can just copied how exclusives worked of Nvidia Shield Consoles which is a streaming and android consoles, that has an exclusives as well.

And also they need a powerful GPU or CPU for the smart phones to make a difference from other smart phones  and targeting hardcore gaming consoles like Razer Phones and ASUS ROG.
