Cost saving? It's cheaper to put a plastic card with a code on it in the box than it is to manufacture a cart.

Those savings are pretty negligible relative ro the sum cost of bringing the game to shelves.  If they aren't going to put it on a cart, they get even better savings - far better, since the biggest cost for them by a mile is the retailer cut - and dodge bad PR by just doing a digital release.
