Because Microsoft doesn't care about the profit on hardware. It's pocket change to them. What they want is volume. They want a portal into as many homes as possible so they can sell subscriptions and services. They want access to the marketplace to go through them. That's a steady flow of revenue, unlike the one time cost of a console. This has always been Microsoft's goal.
