Because, it would have been seen as lazy, and it wasn't the norm back then, by any means.  Not without remaking the game from scratch.  Like Resident Evil Remake.  Then again, maybe they could have released a collection.  But Resident Evil games were ported to so many consoles.  I think RE3 was made because of a contract to put 3 main resident evil titles on PS consoles.  Had this not been the case, resident evil code: veronica was supposed to be RE3.

Well, if they made RE1 for gamecube they could have made it for PS2... but as we both agree since it wasn't common at the time, they ported to new platforms instead of only the new iteration of the same platform.
