Well, that is the Cloud model from the overworld. Here's his battle model. 

 

I do prefer cartoonish graphics, but that isn't what makes me think Zidane looks ridiculous. The PS1 simply did not have the graphical power to do anywhere near CGI level graphics. And yet Square tried with FF9 anyway. Developers should work within the range of the hardware they're given. When they try to push the envelope too much, it winds up looking silly years later.

That's because, as hard as the special effects artists of Planet of the Apes (1968) tried to make the actors look like apes, we can easily tell that it's just a man in a mask. To our modern eyes the cheap plastic mask looks ridiculous, and the suspension of disbelief is broken. Makeup technology was not good enough in 1968 to do photo-realistic apes, but they tried anyway. 

Meanwhile, creating a convincing gunslinger was easily accomplished in the 60's. So the costume that didn't try to push the envelope winds up aging better.
