Which is stupid, if there is doubt and a video review is needed for a decision for a penalty and it is concluded not to be a penalty but in fact a dive, a player should be carded for cheating. It is part of the penalty decision after all.
The added time is what is meant to be used after VAR stuff, although in the final, after several minutes of France players complaining, a review and a penalty taking maybe 5 minutes to all happen, plus 2 other goals, only 3 minutes were added to that half. It's the refs decision after all.
