I've got all 3. My preliminary thoughts:
Flare Gun: Kinda funny to use, but also really hard to hit people with. Might be good in special situations.
Backburner: Easily the best of the three, because of the +50 health boost you get when it is equipped. Kinda fun getting criticals on unsuspecting players too.
Axtinguisher: Would probably be really good with an uber pyro situation, but otherwise not that great unless you are in really close quarters. Note that it does -50% damage to non-burning players. I think they might have also powered up the normal axe though.
