Not necessarily; plenty of cross-gen games show that even PS3/360 should do 720p or close to it in PS4/Xbone multiplats so long as they stripped out all the post-7th-gen rendering techniques. Panic Button could've gone that route, but they chose to keep the aesthetic of Doom and Wolfenstein II as intact as possible, which meant retaining the PS4 tier shaders and effects and sacrificing resolution instead.

Those were mostly cross gen games though. i wouldn't really call them ports.
