You just have to create a new user and then sign up on the PSN. Tell it you want to sign up from Japan. Note, the biggest problem you will run into is when it asks you to enter an email. That is the only form you just can't BS through. You will know if you keep getting tripped up on it. You have to use a different one from the emails you use on your other accounts.
