What I know for sure is that FIFA officially regarded the 1924 and 1928 tournaments as world championships of football before they moved to their own tournament, starting in 1930. While the football world at large counts from 1930 onwards, Uruguay does not and features their wins from 1924 and 1928 on their jerseys (teams put a star for each title on their jerseys). I don't think anybody has seriously contested Uruguay's decision or threatened legal action over all those years, hence why they still have four stars today.

So both versions co-exist at the same time. The world calls Uruguay a two-time winner of the World Cup, but Uruguay has their four stars.

FIFA sanctioned the 1908, 1912 and 1920 Olympics too, so I was wondering.

The 1924 Olympics was the first to feature teams from South America and that is why they considered 1924 to be the first true world championship.
