Yes that is a fan. No, having a small portion blocked isn't an issue.
These things are difficult to overheat, not only is the fan and heatsink bigger than required, but the SoC will throttle anyway.
I never did own the S, but I owned the version prior... And sometimes I forgot it was even turned on it was that quiet, my X however is a little noisier.

You can buy a play and charge kit.
Personally I enjoy the fact it uses AA batteries, I can hot swap my batteries once they start to go flat with a new fully recharged pair.
No more stupid cables!
Plus., when the batteries eventually die (It is a matter of when, not if, lithium cells are typically good for only 1,000~ cycles most of the time.) I can easily replace them
