You really don't want to release your new console when your old one's sales performance is dropping hard. While the PS4 sold well off the bat (with the exception of Japan), there was a lot of uncertainty surrounding the console market heading into this generation. Neither Sony nor Microsoft would want that kind of thing to happen again.
I will say this. If the technology is ready and the yields are high enough for Sony to release the PS5 in 2019, they'll go for it. Otherwise, Sony will hold off until 2020. Besides, with the likelihood of backwards compatibility with PS4 games, I don't see the harm in releasing the PS5 in 2019 just as long as the specs aren't gimped.
