Also we already have 16 GB HBM2 GPU from last year on Vega 64 with price around 500 to 600 USD. And also GPU manufacture is not slowing down it's just that AMD are focusing on mainstream and because of that Nvidia are becoming lazy.

Hi! I just to clarify something: consumer or gaming Vega cards like Vega 56 or Vega 64 have 8GB of VRAM. The only Vega GPUs with more than 8GB are enterprise level cards, and they sure cost more than $600.
