That is pure speculation on the part of the article.
The article and other rumours state that Navi is "mobile first", not to face direct competition against Nvidia high-end cards.
If Microsoft "gets stuck" with Vega, it could mean a more brute force approach to extract performance, much like the Xbox X.
Microsoft won´t commit the same mistake again. It might commit new ones, but they are not going to allow any other "resolutiongate".
