It doesn't look THAT bad. Sure, it's not as pretty as Horizon or MGSV, but Fallout 4 is bigger than those two games combined. The draw distance was dramatically improved over Fallout 3, and the Commonwealth was considerably more dense than D.C. and the Mojave Desert from previous Fallouts.
My ONLY gripe with Fallout 4 was that Todd Howard and his team played it safe with V.A.T.S., making Fallout 4's VATS a carbon copy of Fallout 3's despite the new hardware they were working with.
V.A.T.S. needs a serious "true" next-gen overhaul in Fallout 5 since we never got it in Fallout 4. It's like Bethesda didn't even try in Fallout 4.
