Well yeah. The new Tomb Raider is their main game. Avengers is by Crystal Dynamics. Both are helping each other. Even if the GotG rumour pans out, it will probably be post Avengers release. Though I have no idea how big Eidos is so 3 projects in the pipeline simultaneously is quite possible 

Eidos has the capability to produce 2 AAA games at the same time. So assuming Avengers is just a part time help thing they should definitely be working on something else. They were working on Thief, Rise of the tomb raider and Deus Ex Mankind Divided at the same time so its possible.
