The Order 1886, with 1.62m retail. Though for a new IP I wouldn't call that "bombing" necessarily, it's still over twice as much as Quantum Break on XBO.

I don't believe Shadowfall fell short of commercial expectations, however, selling more than 3 and exactly what 2 did.

I’m not so sure it did sell poory. I just saw this article recently. Four months after TO 1886’s release, the CEO said, “we are well on our way to achieving the sales performance that we sought.”
