It is illegal to sell to a resident out of state at a gun show or otherwise. And you also might want to look up the definition of dealer. People at gun shows are actively participating in the sale of firearms. They could easily fit the definition. And no, a private seller selling a gun is not going to change gun crime so you can wail to close the "loophole" all you want. Nothing changes. BTW, it's also not a loophole because it's very intentionally that way. Think of the feds as MS and a gun the xbox-one games pre launch.
