It does take place in Montana, though. The county being fictional doesn't change the fact that less than 1% of the population of Montana is African American. Or are you disputing that by saying that because the county is fictional, the fictional Montana doesn't apply to the real Montana? In that case, there would be no point in calling it Montana at all.
