I have a feeling Epic is withholding dev tools again, which was the reason why SK sued them in the first place. Epic optimized UE3 for the 360 through the development of Gears of War, but didn't get the advancements made during development out to their licensees until long afterwards.

It seems all the optimizations Epic made for the ps3 while developing UTIII also had a delay in getting to their licensees. Instead of sending out updated toosets periodically improving and adding new features as they were developed, they waited until their own game was 100% completed, presumably so that their title could get to market first.

We can look at it in a simpler way:

The Unreal Engine 3 was ready for the 360 before it was ready for the PS3. Does it surprise you that a game using UE3 as its core piece was ready for the 360 before it was ready for the PS3?

You can't build a house before having the bricks...
