Well that's just how it works when you're in the EEA. Something has to give one way or another. Neither the UK or Norway can expect to have 100% of the benefit whilst sat on the outside. It's not a 'punishment' it just how it works. With the visa fee, you have to pay one every time you go on holiday to a non-Eu country. Are they also punishing us? No, but it serves the UK elites (ironically for the mails perspective) well to continually paint the EU as the bad guy.
