No, there should be parity among all reviewers. The only weighing that should be done is the reviewers who get to publish reviews, they should all be equal or the whole reason for metacritcs existence is pointless. If they approve a site/magazine to be able to post a score, it should matter whether they are a one person blogger or a site as big as IGN. 

Exactly, if the weighting system is in accordance with the quality of each publication then why not just exclude scores from run-of-the-mill sites and bloggers instead of creating an arbitrarily defined weighting system.
