Valve isn't exactly positive about them, yet their own titles are exclusive to Steam. You can play them on other OS's for example, but only if you're using Steam, so they are half and half with and against exclusivity. 

Most of their games have come to other platforms.
Artifact, their upcoming game will be coming to Android and iOS.
CS:GO, Portal 2, and The Orange Box (TF2, Portal, HL2, HL2 Episode 1, and HL2 Episode 2) came to both the PS3 and X360 (other games came to other systems too).

Valve hasn't done a very good job at keeping console versions up to date.
Blaming, or at the very least voicing frustration at the friction with updates in closed ecosystems (directed at Google and/or Apple, and the Steam app).
I don't think it it too much of a stretch to extend that to console ecosystems, given that was what the question was about.
