Meaning Valve doesn't like the general idea of the practice.
Valve also apparently strongly dislikes working in closed environments (consoles and mobile phones).

Which is why we see watered down versions being released, so the part of needing to build a rig for it eventually becomes redundant.

Valve isn't exactly positive about them, yet their own titles are exclusive to Steam. You can play them on other OS's for example, but only if you're using Steam, so they are half and half with and against exclusivity. 



Mankind, in its arrogance and self-delusion, must believe they are the mirrors to God in both their image and their power. If something shatters that mirror, then it must be totally destroyed.
