There was a title on the GameCube called Freedom Fighters which was a mix of squad management and third person shooter. The stages were well done to provide some exciting building to building combat in a world made of the whole "what if we didn't win world war 2" concept. It was well done enough to leave a lasting impression but very short all things considered to beat the game.

I'd develop a game in that same vain where a historical opposite took place, work in some awesome story which took liberties with history in a convincing way and base the whole thing around a army build and management style squad based game with permadeath as well. The squad aspect would utilize resource management, supply chain management as well as having to actively advance on enemy positions.

The army management side would allow the player to set up supply blockades of enemy held cities and depending on the circumstances those actions would have a direct impact on the condition, enemy AI and environment settings of the cities once you decided to advance on them.

I'd PR the whole thing as a commentary on the mindless expendable nature of soldiers and human life from the position of people who believe they are justified in their actions because they view the opposition as an ultimate evil. However the major reason to create the game would be to satisfy the hunger RTS-ish fans like myself have for a story heavy, dynamic army management game.
