I don't think Microsoft really cares about creating games.
The original purpose that Xbox was created for was so 3rd party publishers would use Direct X and stay trapped on Windows. It was created to expand a Windows monopoly from PC and into the console space.
I think Spencer cancelled some games and slowed down first party development recently because they were losing money and he was hoping to ride on the specs of Xbox One X.
Now that Xbox One X isn't selling as well or slowing down the PS4, Spencer is talking up first party again.
I think he has been giving everyone the run around for years.
