are you trying to say... a) islam does not forbid conversion to another religion and the algerian government is wrong or b) islam forbids conversion, so they arent allowed to change religions ?

 

The right answer is A, unfortunately B is practised in nearly all 'Islamic' countries.

The Qur'an specificaly states that 'there is no compulsion in religion' meaning that no one should be forced to believe anything. However most Islamic nations religious laws, like most religions in general, forbids converting. The big difference is most religions don't actually do anything about it.
