Nah. That's been a long standing tradition going all the way back to before the Ottoman Emprie if i recall correctly.

Christians and Jews had to pay an "ignorance" tax for being in the right ballpark, with the right god but being wrong. (according to the Ottomon empire anyway.)

Either way they were better off then the other religions.
